The "Key Points" propose to promote the legislative review of water conservation regulations in 2023; Research and formulate guidance on strengthening the conservation and intensive utilization of water resources; Promote the continued construction and modernization of large and medium-sized irrigation areas; Build 45 million acres of high standard farmland, transform and enhance 35 million acres of high standard farmland, and coordinate the development of 10 million acres of efficient water-saving irrigation; Promote the full coverage of planned water management for industrial service units with annual water consumption of more than 10000 cubic meters in the Yangtze River Economic Belt; Promote the construction of key cities (counties) for addressing leakage in national public water supply networks; Promote the construction of water-saving universities in over 40% of the country and over 50% of the Yellow River Basin.
